TweetAways is a nice little bot that helps you pick a random user from among those who have @Replied to you with a phrase that you have specified.

Example: You hold a contest and promise to give away a prize to one lucky winner from among those who tweet or retweet something you ask them to.

Since its a third party application and one that picks a random twitter user, you can assure your contest participants of transparency. When a contest winner is selected by the bot, it sends a DM as well as an @reply.
